I'm a retired cop from Wisconsin. The short answer is, lights under the vehicle, clear or neon are illegal. I've written many citations for this violation after warnings went unheeded and won every case in court. My father always said, ';Be good! If you can't be good, don't get caught';. Either lose the lights, or don't get caught! Are ';led'; lights under cars legal in Wisconsin? Clear ones? (not neon)?
All 50 states have adopted the federal safety guidelines for motor vehicles. This states things like Head lights must be white, Stop Lights must be red, Side marker lights and rear marker lights must be Amber.
If the white light glow can be seen from around the car in any direction other than forward, they are illegal to operate while on a public street. That is why the package they came in was marked in little teeny tiny print ';For Off Road Use';.
